What you’re describing sounds like harassment and intimindation to me. First, I’d video the person doing it — and even politely ask him or her (in this case, him) questions.
Second, I’d contact the Ohio ACLU for advice and report the incident to the local police as well. I’d want a complaint on the official record. You have suspicious behavior — you could just as easily make a case for identity theft.
Don’t put up w/ it. Put it under a searchlight. Just my 2 cents on your liscense plate guy.
