I don't doubt that he would like to do better, but he doesn't seem to be able to define a strategy around which he can align a majority that will stick with him. This is partly a Liebermann problem, and partly a problem of Senators like Nelson, but a competent leader counts the votes before he starts the ball rolling. Either Reid can't do that, or he can't keep the support when the push comes to shove - which means he is unwilling to shove back. Some noses need to get bloody, the push-back needs to get a lot harder. It seems all a muddle.
