I don’t expect it to make a damned bit of difference in any meaningful way, but you never know. My guess is, this is part of the campaign to save Congressional seats next year:
Sen. Richard Lugar (R-IN), the senior Republican on the Foreign Relations Committee, tonight announced his support for an immediate shift in Iraq policy, calling on President Bush “to downsize the U.S. military’s role in Iraq and place much more emphasis on diplomatic and economic options.”
In a major speech on the Senate floor, Lugar said that “victory” in Iraq as defined by President Bush is now “almost impossible.” The current course of the war “has lost contact with our vital national security interests in the Middle East and beyond,” he said.



Yes and no perhaps?
I think Lugar really IS done and has been for sometime now.
OTOH, that makes him a pretty safe bet to float the trial balloon, allowing the rest of the GOP to do their “high dudgeon” imitation and harrumph a lot.
As long as it topples El Bush, I’m happy, although I’d prefer it came from Democrats.
I still think the GOP will end the war, taking the issue out of the 2008 campaign.
The GOP won’t end the war — they want the Democrats
to inherit that mess, and take the heat for “losing” the
war that was lost a month after it started.
