Michel Martin: Would you support a federal law giving residents of New Orleans the right to return, based on the UN human rights standards for displaced persons?

Dodd: Short version: Yes. This is the least we ought to be able to do.
Hillary: First, hospitals, law enforcement. This administration has shown criminal indifference to rebuilding. Until those things are fixed, there’s nothing to return to.
Biden: It is the nation’s problem, this is an American city, we should guarantee the reconstruction.
