Not true. What impeachment does is expose those abuses to the entire nation - which then has some context for a straight party-line vote against impeachment. Very different from “vindication”…

But the purpose of impeachment is not to convict, nor to score a political victory. James Madison was clear on that: It is to stop the abuses of the political process.

Which it accomplishes only if it succeeds–that is, if it actually removes the bad actors from a position of power. A failed impeachment accomplishes nothing–less than nothing, because it will be spun as ‘vindication’.
