		<description>Part of the problem that drives up this spending is the amount of intelligence agencies there are doing the work.  The 9/11 commission listed 14 intelligence agencies which is 12 too many.  There should be one for domestic and one for foreign.  You do that and concentrate on human, not electronic, intelligence gathering you save money and most likely get a better product.</description>
