		<description>my friends' kid just started college down there (don't ask me why) and they were there last week.  said all the restaurants still put glasses of water on the table unasked for.  sheesh.  

i find this article terrifying, but evidently they are in dreamland, really not taking adequate measures  when there is soooo little water left.</description>
