Dodd didn't have the votes to sustain the filibuster. That's my understanding.</description>

Also, FWIW: Obama showed up to vote against the FIA legislation.  Clinton, who is a massive beneficiary of the telecom largesse, didn't show.
Obama's no progressive hero, but that move speaks in his favor.</description>
