Everyone needs to remember the techniques that were used to get a small measure of accountability in Argentina and Chile. The regimes there got an “amnesty” as part of the deal to let go of power, much like there’s going to be a bunch of blanket pardons just before 20 Jan.
But a lot of people had gotten “disappeared”, and had never been accounted for in the amnesty. So the perps got charged, years later, with KIDNAPPING, a ‘continuing’ crime, so not covered by the amnesty (or pardon), and if the response was “we’re not holding him! we killed him long ago!”, then they’re on the hook for an un-amnestied, un-pardoned MURDER.
I’m sure that there are plenty of missing ’shadow detainees’ that got disappeared. Maybe Cheney is still holding them in his basement.
