However, what is he dodging? A lot of bad press and a pardon? At best. No? Say he makes to Congress in May and he either takes the 5th or lies. Maybe someone takes charges to a grand jury in June and indictments are handed down in July. He goes to court in August, loses and has a sentencing hearing in September, files an appeal in October, and so on. Bush pardons him at the end of December. In a way, assuming he knows he's going to get caught for something or another, it's probably better for Rove to be under investigation and get a pardon than to face charges next year. Alas.
