The Giant Growing Hillary Monster

The New York Times just can’t stop themselves. In an article about the much-needed expansion of the State Department, they of course must create a subtext to fit their narrative:
Given Mrs. Clinton’s prominence, expanding the department’s portfolio could bring on conflict with other powerful cabinet members.
Even though, you know, the same article points out this:
The official, who spoke on condition of anonymity because the discussions were private, said Mrs. Clinton was being supported in her push for more resources by Defense Secretary Robert M. Gates and Mr. Obama’s incoming national security adviser, Gen. James L. Jones Jr.
Well yeah, but it still might bring on conflict! You don’t know that it won’t!

do you really think they’re being negative about hillary clinton here? i mean, expanding the scope of state can bring her into conflict with other cabinet members (those other members aren’t necessarily the defense secretary, and national security advisor isn’t a member of the cabinet). i read the same article and got the impression that expanding state was a good thing, not bad.
