I think the Repubs 1) wanted to attach the taint of pornography to the environmental activist and 2) wanted avoid a photo which could go into newspapers. Since papers now regularly have color photographs, this would way too clearly capture the awful environmental damage to Appalachian coal mining areas. That is probably what they most wanted to avoid, but if they can smear some opponent so much the better for them.
