This is going to be a very heavy lift for Ruiz. The 14th is a Republican stronghold with lots of T-bagger types. Kathy Castor is a Democrat who won by very few votes in the last election and only becuase she’s been in the Tampa-St. Pete area for years and Connie Mack ran for the Senate. It’s more likely that Ruiz is trying to get name recognition and position himself for a run to become the Mayor of Tampa.
