Hoover had hand-written in block letters on one memo, ALL EXTREMISTS SHOULD BE CONSIDERED DANGEROUS. Lennon’s file revealed that he had been under constant surveillance by the FBI/CIA from 1969 until 1976. After Carter became president the surveillance ended. Chapman spent an extended period of time at the CIA station in Beirut, Lebanon before returning to Hawaii.
