This is such a beautiful song. Lyrics by Johnny Mercer, music by Barry Manilow:

This is indeed a very beautiful haunting song, but it’s the other way around. Johnny Mercer wrote the lyrics and Barry Manilow wrote the music.

That’s what I thought, because Johnny Mercer’s been dead a while and the song’s been around for a while, too.
I watched Barry’s “Manilow Live!” DVD just tonight and he actually says that Johnny Mercer’s wife (after hs death) gave Barry a folder full of unpublished lyrics. One of them was the lyrics to “October”. Barry wrote the music.
