I think he’s more of a crook than stupid although he does look a little vacant, doesn’t he. This is simply race-baiting to turn out votes. I also suspect this is a way they egg elections officials into possibly destroying mail-in ballots, or “losing” them like they do here in Georgia. Good people can be convinced the ends justify the means.
What’s stupid is people believing thousands of minority voters run around on election day voting multiple times. On a work day – when it takes all you have just to vote once.
