Syria is more a victim of global warming than a protagonist. I somehow doubt Nicaragua contributes a whole lot to the problem either – probably a carbon sink if anything. So at least they have an excuse.
By 2020 the idjits who think coal is still viable will hopefully see the writing on the wall.
Neither Nicaragua or Syria felt that the Paris agreement was strong enough or went far enough, so they refused to sign it.
