Prop 13 was the MONUMENTAL fuck up. California is permanently ruined by the necessity of a 2/3 supermajority to pass any new taxes. It makes the budget process impossible leading to the late budgets every year. It made the lottery necessary to “fund the schools” etc, etc.
yeah, actually, Californians vote to raise taxes but it’s that 2/3rds requirement that makes it impossible to achieve stability.
Did you know that budget bills have to leave committee with a unanimous vote? It’s just disgraceful how tax law is handled out here.
