False dichotomy, I think.
Medical licensing, for example, clearly protects us from untrained idiots but at the same time functions as a barrier to entry because of “add-ons” like requiring people to successfully complete insane tasks like putting in 48 hour shifts at the ED.
As opposed to protecting the world from African hair braiders?
