“The West does not have a policy of generally….etc,” is a half true statement. If the authoritarian regime is friendly toward the US and the West they generally keep their mouths shut or blame the uprising on “terrorists.” If the regime is unfriendly to the US and the West the ‘Black Ops’ programs kick in. Baker calls them “psychological” programs. Call them psychological or propaganda operations, whatever. Just know that they include assassinations, fermenting violence, planting false or half true news stories, and so on. Israel is the master of Black Ops. So you tell me who blew up the bus in Bulgaria? Iran? Not likely.
