I lived in Galveston TX on the Gulf Coast back in 1999-2000 and there were ALWAYS incidents of tar balls washing up on the beach; the difference here is now we can place specific blame. In Texas at the time, they were not even mentioned, either by the people OR the media. There are offshore rigs all over the place along the Gulf Coast. The mess was not constant and was always quickly cleared up, but I was shocked & aghast because I’d never seen a dirty beach, being from the East Coast where the worst we had then was dirty water/trash coming down from NYC…
