Subpoena him to appear before the Committee on a date certain for live testimony. Certify his non-appearance to Pelosi. Have her submit arrest to the House and institute inherent contempt proceedings. Then the burden is on the administration to seek habeas corpus against a subpoena addressing the Census, which is on the SCOTUS calendar at this very moment, to prove that the Congress has no interest in the subject matter, even as the conservative justices are preparing to invoke the Voting Rights Act in defense of the citizenship question. But they have to quit pussyfooting around and start attacking contempts or their oversight authority goes up in smoke!
