Eric Holder should be investigating a lot of things. But Eric Holder isn’t. That’s for people like NY AG Cuomo to do.

Never going to happen. For starters, the Obama Administration is torturing people* so investigating torture could be, well, embarrassing. Obama’s served his purpose which was to give plausible deniability to higher ups about torture. An investigation would undo that and that isn’t going to happen.
* Unless you somehow believe that Bagram magically became a torture free zone when Obama was inaugurated, which I don’t.
