There are a couple of these hospitals left in my home state. They are the final refuge for the most difficult patients who have been unmanageable in regular nursing homes for one reason or another. When mentally ill people, alcoholics and drug addicts get old they don’t get better. They just get dementia and physical problems on top of what they had before, and they don’t get along well with the old ladies who feed the birds and play bingo for bananas.
In this case I imagine that the governor is trying to kick these patients into regular for-profit nursing homes to benefit his contributors, but I best they will react pretty soon with being stuck with people they don’t want to handle.
