Most of Rikers Island is more than 20 feet above sea level, some of it much higher. The Rose Singer Center (women’s facility) is up on the relative heights of the island, around 60 feet above sea level. It’s an exposed position and disconcerting, but they should be OK, strange as that sounds. [I know this because I know someone there right now.]
