You have to read the article carefully and to the end because he does end up writing about cutting government programs so as to not need to raise taxes.
One point that I don’t see being written about, and I think it is important, is that everyone (except for a small pre-determined group) does have federal income taxes taken out of their and they must file a tax return to get the money back. People pay taxes, and then because they make so little, they get money back.

Still a wingnut in service of wingnutism. He’s gently pointing out the potential argumentative flaws in the right wing’s propaganda. Note how he steadfastly uses the term “income taxes” when he is writing specifically about federal income taxes. No mention of state taxes throughout the piece.
