ProPublica recently took a look at the Emoluments Clause, the provision of the Constitution which seems to ban payments from foreign countries to Donald Trump’s businesses once he becomes president unless Congress consents.   1. Or he could do neither and skate along with a complicit Congress. And really, in a matter of central constitutional doctrine, one corner is occupied by the National University of Ireland Maynooth, that is no doubt a first.
