Look who started it
I had to read the story to check my memory that Carter never shut the government down. I suspect that Civiletti had handcuffing Reagan in mind. Regardless, the AG’s opinion is advisory only. This is of the same stature as the AG opinion that a sitting President cannot be indicted.
