No doubt the cops will get a 2 hour training that will turn them into brilliant, empathetic diagnosticians. They will transport those they diagnose to the many empty beds in high quality psychiatric hospitals. Like Rikers.
This guy is an ex-cop and off his rocker. And dangerous. And a Democrat. What could go wrong?
