  1. Under deregulation, the utility companies have cut back on tree/landscaping crews and programs. They have cut back on the number of emergency repair workers, too. While they historically had to get some help from other companies, utilities kept more manpower on hand to begin with. Reliability and disaster response were two items that government regulators could look at and use for leverage in rate increase negotiations. Under deregulation that has become harder to do. And the companies like it that way.
