Well, Clinton did face a sure veto override if he did veto the legislation. He did get some changes made to it, but the Gramm–Leach–Bliley Act (GLB), aka the Financial Services Modernization Act of 1999, passed with strong bipartisan support in the Congress.
But, Clinton did then sign it, so he does have that on his conscience.
