Based on your location from The Navy Yard, whatever that may be– check the Veloroutes link for your elevation for an idea of how much flooding to expect.
As for taping your windows– tape the South and/or East-facing widows with an 8-point “star” formation. Then three strips up/down, and then divide top to bottom into 1/4’s and apply tape. Rubbing Alcohol, or lighter fluid will remove the adhesive residue.
