All arms deals are governed by the Foreign Military Sales Act and the Arms Exports Control Act, implemented by Executive Order 11958. It delegates authority to the Secretary of State and the Secretary of Defense, and requires consultation with the Secretary of the Treasury, the U.S. International Development Cooperation Agency, Director of Arms Control, Disarmament Agency — and requires congressional review.
